We have 18 reg octavia tdi SEL done 5500 miles now 12 months old. Garage say needs service but is this correct?

Which month in 2018 was the car registered? From the factory your car should be on variable servicing which is normally 2 years or 18,600 miles (30,000km) so it shouldn't be due until sometime in 2020.

Probably due on time rather than mileage.  No harm having an early first service as it'll clear any new engine swarf/filings from the engine bedding in.

 

With my 2015 TSI I intentionally brought the first service forward, considering it a good idea to get any metallic muck out of the lubrication system.  Perhaps a turbo protection measure.

 

If you look on the car's infotainment system, it should tell you when inspections and services are due.

At that sort of low mileage, it suggests short journeys, so you're probably better off with 10k,12month regime if so

I agree with Kenai, short trips when the oil doesn't get hot enough to evaporate condensation are not the best for the oil. Remember when the water gets properly hot the oil is not even close. An annual oil and filter change and a 2 year service I would say.
