Is this wheel hub okay? Causing ABS?

Hey everyone. I am very new to car mechanics and would appreciate as much help I can get. I have attached a link to a video of car's left rear wheel. The drum isn't spinning freely and is slightly jammed. I am not sure if this normal dur to corrosion. I am just wondering if this is causing the ABS issue that I am having in my car. I had posted few days ago about the ABS issue and the problem is still there. For someone who hasn't read that post basically the ABS issue is coming after a while of driving, sensor is reading fine, the mechanic had ran out of ideas and I haven't been able to book a driving test because of this issue. 

Anyways, this sort of irregular friction to the drum, is this due to brakes inside the drum or bearing or something else. Much appreciated.

Unless your car has "brake assist", then the ABS can't be applying the brakes by itself.

 

A binding brake must therefore be due to a high spot inside the drum (which may be corrosion yes) and/or misadjustment at that corner. If your mechanic couldn't figure that out by themself, I suggest changing garages!
