Traffic Jam Assist and Lane Assist below 60km/h

I was wondering about the Traffic Jam Assist the Superb and Kodiaq have, from my understanding the car should have both Lane Assist and ACC and then the TJA should start working automatically, however, in my Scala, when driving below 60km/h the Lane Assist does not turn on and also when coming to a full stop when ACC is on, after about 2 seconds it requires me to press the break pedal, otherwise the ACC disables itself and the car rolls forward..

 

So my question is, is it a "hardware" limitation in Scala or is it something that could be turned on via VCDS?

OK so I spoke to a Skoda official importer here in Israel, this cannot be done since my Scala lacks an electric break, so it is a hardware limitation.
