I have a 2014 skoda Octavia VRS  the mirror isn't dipping down fully only moves very slightly when put in reverse it is enabled on the dash settings.

it doesn't have power folding mirrors though

This is normal for cars that don’t have memory mirrors. This factory option only came with memory seats but you can retrofit the memory mirror but you will also need the highline door controllers. I’ve done it to my car. Looks like someone’s been coding your car but they haven’t competed that upgrade with the hardware.
