Painted brake disc bells - is this standard?

Just noticed that the bells of the brake discs on my 230 are painted silver.

 

All other cars I've ever had they were just bare metal and rusted pretty quick. Looks crap.

 

Wondering if this is standard or did the previous owner do it?!

OEM VAG discs do come like this and the paint isn’t very thick and will go full so I presume these discs are either quite new or they have been painted.

Just to add.. The rear discs on my superb after 1 month where rusted and looked a mess... On its first mot, it required new rear discs due to excessive scoring and condition. 

 

The replacement oem (skoda dealer) discs which where fitted over 1 year ago still look like they were fitted yesterday with no rust at all... The assumption was cheap discs fitted in the factory..
