Xenon main beam fault

Morning. 
The near side xenon light on my 2016 Vrs Octavia doesn’t seem to be changing over/moving to the main beam position. The start up procedure of the lights seem to be ok as both lights do the same movements. Does anyone have an idea what the issue could be? Thanks in advance

Main beam is created by a moving shutter, so that's the first place I would look.

 

If you can safely get someone else to listen to each headlamp while you change from dipped to main beam they may (should?) be able to hear the shutter moving on both sides.

Ok will do it later. Do you know What moves the shutter? Is it the headlight motor, the range controller, or lamp controller. I’m struggling to work out what does what to get the right parts sorted. I appreciate any info @PetrolDave

IIRC it's the range controller.
