Dash lights dim. No number plate lights.

Skoda Fabia 2002. Here's my problem. When I turn my lights on the dashboard lights up ok. As soon as I turn the ignition on they dim so instruments are practically unreadable. Adjusting the dimmer has no effect.

I have also noticed that the heater control panel and cigarette lighter don't illuminate, and the number plate bulbs don't illuminate either.

Have checked all the fuses and they seem ok. The number plate bulbs are also ok.

Any ideas would be greatly appreciated.

Fit a new fuse in position 36 to rule out the possibility that the existing one 'seems OK' but isn't.

 

Refer to the attached for the physical locations in RHD car.

Tried new fuses. Still the same. Any other ideas? Thanks. 

Number plate bulbs can go dim due to rust on the metal connections. Take the lights out and have a look. May be two separate faults.

The metal connectors are clean and rust free, but thanks for your reply.
