Strange Traffic Light

Just seen an item on the national TV news about some cinemas temporarily closing. I noticed a very odd traffic light at the outside broadcast location. It has four lights on one face - two red and two green. There is no amber. I've never seen anything like it. It is located outside of the New Century Cinema in Sittingbourne, Kent, UK. Anyone know what the score is with it? Is it a piece of art or something?

I've seen something like this where one set controls tram traffic, but I don't see any tracks here?

 

Curious as to why oncoming traffic would need a light where there's a no entry sign.
Edit. Bottom one could be for cyclists as there's a cycle lane

Nice one, Lee! Not seen any of those before. Only difference is that this one definitely had two green and two red lights. Or at least it looked like that on TV.

The traffic light is most likely red, amber and the two green lights are left and right arrows. The reason it is at the opening of a no entry street is that is facing the oncoming traffic that can only turn left or right.

Must have just looked like two reds on TV as mac11irl has said. And you could only see it from the side.
