Try double press and keep holding after second press. It is also working from more than 2m, does not mater how far away you are, car can not determine distance.

Tried double press and hold, Triple press and hold and does nothing 

Not sure why it's not working as others have had it work 

Is there a way to check if its enabled in vcds

I am not sure, I bought my car as it is and I sm pretty sure previous owner did not changed anything as he could add some other more useful options.
