Where can I get a fabia elegance mark 1 bumper with the parking sensors attached from?

They're extremely rare so good luck finding one.

Find out the diameter of the hole required for the parking sensor and get a drill bit of the same size. You could use a plastic storage box as a 'practice bumper' until you are confident. Youtube has lots of tutorials on this sort of thing. No mechanical knowledge is needed.
