Yes the scout has been discontinued in the uk

Will these eventually be on the Used market with 'One careful owner' & FSH. just not done at Main Dealerships, so done properly, Haldex etc,

or do they have to go back to Skoda UK for Scrapping or Export?

The dealer close to me services/MOTs all the first responders and paramedic scouts. I'm not sure I'd be in the market for one after they get rid of them however! I think some of the dog handler cars are MK 3.5 vRS too. I have seen for sale locally ex cop cars, but this was a probably a while ago. I think ex cop/paramedic cars are mechanically probably okay, but the electrics have probably been tinkered with a fair bit and might be a risky purchase. 

Police / Military Police and others can have vehicles serviced inhouse and Halex done properly.

Then again there are vehicles that Police Scotland and others have that are not MOT'd & that is because they do not have to, and sometimes because of incompetence.

 

I would have no qualms buying an Ex Police vehicle & have done in the past.  Unmarked ones can be a pleasant surprise engine, brakes and suspension wise.
