I don't think my fan is kicking in correctly, if at all!

 

Temp is going well past 100 and nothing. Fan can turn is I physically spin it. Just wondering what the best trouble shooting steps are to take.

1.9D has two speed fan, with 95 and 102 degree switching points. First speed goes through resistor, it's possible that it has burnt. Or it can be fuse or other electrical issue.

You can test the fan by disconnecting plug from switch in radiator and shorting contacts in the plug by piece of wire for short time - according to schematics, 3rd pin is +12V input, 2nd pin is 1st stage and 1st pin is 2nd stage.

If your motor is hot and the fan is not spinning then doing the trick that  @Papez told you you will see if the fan starts or not.

If it starts them your fan switch has problem and must be replaced, if he starts not the put the plug back and do the same with the plug of the fan.

Sometimes is the relay of the fan and in worst case the motor of the fan.
