That’s exactly what it is, a pen holder. The clip can be used to secure breakdown card, documents etc in place.

Haha, thanks very much for confirming.  I have to admit to accidentally breaking off the windscreen ticket holder the day I got the vehicle as I thought it was left over from the dealer's price sign. I probably won't bother getting fixed as although very useful, these days most parking tickets are online/via an app and I don't park that regularly in car parks anyway. Thank you
