[Fabia 1.9 SDI 2006]Fuel pump cable providing only 4V of power?

I have cold start issues, when parked uphill is impossible to start, lose power when climbing uphills etc.
Decided to check the pump and there is no humming when turn the ignition on.
Power cable to the pump register only 4V while I believe it should be at least 12V.
Resistance of the pump itself is 208 Ohms.
Where should I look in order to diagnose this cable and voltage drop?

Err, you need to measure the voltage between the plug and a ground on the body somewhere, not the pump itself, if you simply remove the pump you can test it off the car by connecting it directly to the battery and seeing if it runs, I suspect the pump is duff but it's easy to test.

Oh, ok, I'll ground the black lead of multimeter to metal chasis of the car and red one in the plug, right?
I just inserted two leads of multimeter in the two sockets of the plug.

I did not grounded the multimeter to pump.
The plug which provide electricity to pump has two sockets. I put one lead of one socket and other lead in the other socket. Two terminals was in the same plug just different sockets.

 Doing that does not assist if the earth terminal wire has a break or massive resistance between the terminal and it final earth point which will be why Sep suggested earthing the meters earth to a totally different earth.

You sure it has a fuel pump? I would expect to see 4 connections on that plug, 2 for the pump and 2 for the fuel level sender. Unless the sender is somewhere else?

 

That may explain the 4V, that will be from the ECU for the fuel gauge?

Doh!

 

That would also explain the 208 ohms from the tank level sender...

SDI has a mechanical fuel pump.

6Q0 919 183 A is the part number of that "pump".
After google search I'm now not sure if it is a pump or just a fuel level sensor.
Only two connections on the plug are really suspicious too.

Thanks, I understand now. It's just a sensor for fuel level. Injection pump does it all.

It mays still pay to take the fuel sender out of the car though if you are having fuel problems, if its designed similar to that of cars with a lift pump, the body of the sender will hold a resovoir of fuel which is topped up by the return. If it is not holding fuel then the suction line from the mechanical pump may pull air in when the tank is low on fuel or facing uphill/downhill.
