5J Monte Carlo Instrument Needle Sweep

We've got 2 Monte Carlos in the family and the 14 plate does a needle sweep on ignition start and the 12 plate does not.

Could someone guide me to the adaption channel or Bit coding on 17 to enable it on the 12 plate please ?

Both have maxi dot clusters,
