Hi I'm new to the group.

I have recently purchase a 2017 Skoda Citigo. Is it possible to change the phone mount (usb) to a satnav mount?

yes, but it depends on many things.... Like what kind of fitting the satnav needs, how much power it needs (is USB enough?)...

The elbow that clips into the "mounting plate" on the dash top is unique - the best place to search is on the Up! Owner's Club website - it is the same car, but many more people using it.
