Can the fuel regulator on right side of the rail be swapped without removing the fuel rail?? As took to a local garage after getting this fault code but wasn't very helpful 

That code can be related to a lot of things, best off not just throwing parts and money at it. Try get it diagnosed first 

It says in the manual the fu el rail has to be removed to swap it out, even if the clearance is fine, torquing it up to 100NM would put strain on the fuel pipes and any brackets holding the fuel rail on.
