I'm thinking maybe a 4 year old 2.0 Mondeo/Vectra or similar might fit the bill?

Ford Focus? 2.0l does 60 in a shade under 9 seconds, handling is sharp and fun, mpg is quoted as 32mpg for combined and plenty of examples around for 5k :D Spec-wise you can either opt for the sporty Zetec or the "luxury" Ghia...

Astra may also be worth a look :D

Ah, if you're looking at that size, then the 2.0 TDCI will meet your criteria. Not sure whether the 2.0l petrol will hit over 40mpg on a run though.......

I averaged 42mpg in the 2.0 Mondeo, 5 up with a boot full of luggage and cruise on at 70mph on a 365 mile trip back from Cornwall. Very impressive.

Round town figures normally high 20s though.
