why do they procede to the front of a queue of traffic at a set of traffic lights knowing full well that they will then by overtaken by all the cars in the queue 30 seconds later? each passing car has to drive slowly around the cyclist caring for the person on the bike, when infact it's the cyclist fault for being at the front of the queue in the first place.

Because we can, and it makes the cyclcists journey quicker. Why should we stop in line, when we can get to the front legally. If its an incentive for people to ride a bike (however small) then its good in my books.

Within cities now you usually find ACL (?) boxes for cyclists to stop in by lights, junctions.. But can hardly ever do so because cars are normally parked in them.
