I have found this occurs if you are attempting to engage cruise control prior to the engine getting up to full normal operating temperature, it's not a fault as such. It will self-clear, as you say, on stop and restart of the ignition. As long as you're aware of this quirk and wait for your engine to fully warm up, ....

I'm not at all certain Skoda Assistance operate in the OP's location of Brunei Darussalam.

I got 3 keys with my Kodiaq - is it possible you have a 3rd key somewhere? Also attached to the keys was a tag with I suspect a Skoda dealer "digital" setting for a replacement key, such as: A1234567 - might you have retained that somewhere safe with your original purchase documentation that could assist you now?
