Which is better to have the sky+ box output set on?

I think it depends on how your Sky box is connected to the TV?

RGB, assuming connected with appropriate wiring ;)

PAL if using a scart, RGB is generally used if you connect with an AV cable red,white,yellow.

The red/white/yellow you refer to is right channel/left channel/composite video in that order.

If you get a fully wired scart, try RGB. If your television has more than one scart socket, you may find that it only accepts RGB on a given input or two so have a play :D

RGB is always better.

For PAL, the sky box has to encode the RGB signal and the set has to decode it back to RGB again.

It's worse if you use an aerial type lead. In this case you would have to encode, modulate, demodulate and decode.

Yes, RGB is the better of the two. However if you switch between both options and notice no difference, then the scart socket the sky box is currently connected to does not support RGB. The difference between the two should be obvious, with the RGB one having nice clear text on the sky menu. The PAL option should have a fuzzy blurryness around the same text.
