Just seems a little crazy if you can - but I can't see how it would be policed if you can't.

Yes you can. I MOT all my cars...every one of mine I've done so far this year has initially failed...the Bugrat almost filled 2 failure sheets!:D

Yes, they are, but it is their livliehood at stake and their employers MOT testing license as well.
