That's normal. To get Xenons on main beam they'd be bi-xenons - which they didn't do on the Fabia as far as I know.

Nope, quite normal! Bi-xenon systems are pretty rare and only tend to appear on executive motors :)

They also tend to be pretty over-engineered as many have a 'flash' bulb fitted, for brief periods of full-beam; when you want to let someone out of junction for example, or make your presence known to another road user.

You could fit uprated bulbs to the main beam if you like, if you find the full-beam to be insufficient at the moment - it's an H7 bulb fitment and you could put some Philips X-Treme Powers in there, or Osram Nightbreakers.

You could always retro fit a Bi-xenon projector into the headlamp.

I'm currently working on a Bi-xenon retro fit for my Leon.

That did cross my mind Jon, but I'd be wary of the strain on the ballasts from short blasts of full beam, or on short sections of road where full-beam is required or there's a fair bit of oncoming traffic.

Xenons seem happier when they're fired up and left on.

No strain on the ballasts or xenon bulbs.

The cut off shield in the dipped projector drops down when main beam is switched on. There is only power going to the cut off shield solenoid, so no xenon bulbs are fired up, only the halogen bulb.
