I have noticed my wiper blades smear when the windscreen is wiped visibility is impaired to such an extent I can hardly see. I have tried all the usual, such as cleaning the blades/windscreen with vinegar. Is it time for new wiper blades. Are there any good online places? The car is an Octy II. I have never used Rain-X or similiar.

Yes you need to change them ,I change every year. Also use window polish, then rain-x then window polish again.
