What's the point of putting lines down. Is their car less of an obstruction than anyone elses - NO

If there are no kerb blips, you can load and unload on a single or double yellow line for a maximum period of 40 minutes at any time.

Yellow lines or not, the Ferrari driver hit a stationary (and stationEry, come to think of it! :p ) vehicle. So no case to answer for the van driver in terms of liability, although he is of course open to a fine for the parking offence he's committed...
