If the speed rating of the tyres changes (as would happen on winter tyres) they would count this as a mod.

Still a stupid descision though.

For some cars, winter tyres are available in the same speed rating as the 'normal' tyres.

I haven't ever heard of insurers counting a lower speed rating as a modification.

Trouble is, a lot of people put the winter tyres on different wheels. Technically this counts as a modification, even if they are cheaper steel wheels. i managed to get it in writing from my insurer that there would be no premium increase if I temporarily put steel wheels on the car with winter tyres on...
