Yes, VAT free offer is now only on petrol models. If you want diesel then you'll have to pay the 20% VAT.

The reason being, there is a shortage of diesel engines and the whole VAG group are slowing the demand for diesel by reducing/removing offers.

apparently Skoda make most of the diesel engines for VAG but they are struggling to meet the demand from China so until the new factory in china gets built, Europe isn't going to get too many diesels. This is due to last for around the next 6 months. Demand in China dwarfs Europe so it makes perfect sense for them. Good time to sell a second hand diesel and buy a new petrol with zero vat

indeed... I'm test driving the new fabia vRS tomorow, depending on how much he offers me for my car, I could be ordering one!
