windscreen problems

hi from kevin i have a skoda fabia 1.4 classic 02 and about a month a go noticed that when it was cold something happened to my car every time i put the key in the ignition and started the car the windscreen wipers switched them selves on for about 8-10 goes then stopped in different places and i had to push the lever down and stop them in the right place - if i the lift the wiper stork up one noth there was nothing - lift it up one more notch perfect and again lift it up another notch for the fast one that worked perfect its just the main timer windscreen does not work - skoda said it was the stork lever was gone and wanted 180.00 pound to replace it - but then one cold day switched it on again and the system worked perfect - in the afternoon it was back to playing up again - after this happened the back wiper suddenly came on and would not go off so a garage that i went to took the fuse out of the fuse box - most days it is the same put the ignition on and the wipers come for about 8 times then pust the stork up once and nothing push the stork lever up again and they stay on and they work on the fast one - if i pull the washer wiper in the water comes out any clues i would be very gratefull not sure how i check any answers you give but will look back thanks all kev
