Sounds to me like they have already pre-registered it and now they want to get you to agree.

Assuming you have the sale in writing then refuse.

I would walk away or negotiate a even better discount, pre-regging no matter what they say will devalue your car as all people see if how many owners a car has had.

Have you checked out other prices for the car? are they comparable.

If he can get you a car in a few weeks why is he making such a fuss about this one its not the end of the month yet so I would assume sales targets are not the issuse and the transaction would be complete before the end of the month?

As I understand it registrations are sent out in BLocks by the DVLA now so you get what you are given, unless anyone elses knows otherwise
