what's the best thing or way to clean up the alloys (standard vrs ones).

between the spokes so to speak, there is what looks like black dots or specks. i could get them off i think with a green pad but that probably won't do the paint on them much good. they were re done about two years ago so i don't think its pitting, although i have been wrong before!

maybe tar remover?

any ideas please, going to the midlands meet tomorrow, so want to make it look as good as possible

It will if you've cleaned and protected them in the first place.

The op has issued with tar spots, so soapy water is no good for that.

exactly. i may clean them off and use some kind of allow wheel tar protection. if such a thing exists
