This is quite possibly the most commonly asked question from every new Fabia owner, so I can see why people post silly answers. There is a section in the owners handbook which explains what it does and a stickied topic with lots of useful links. This included

it just turns on the Air con flow into the cubby hold on or off.

I beleive you can put a can of coke (other canned drinks are available) in there to cool it down, althought Ive never tried it.
