AirCon after 10 mins of engine running linked to fans not working?

2006 2.0 tdi 140 Sport DSG 45k miles. (A red one as my mrs says)

I noticed Steve_Birdie posted a very similar topic recently so I thought I would add to the theme here rather than hijack his.  I have searched and found many posts regarding a/c but nothing that quite answers the question I have here?
 
Can somebody help, please?  

Apologies in advance for the looonnng post and the newbie inexperience etc…

I’ve had quite a few Skodas over the last 15 years, some serviced by main dealers, but mostly by local independents.  Occasionally it’s beyond them to diagnose the faults (not enough time or specialist equipment/knowledge I suppose).  All reasonably priced mind you.

Just recently I have noticed the a/c is not getting cold till the car engine is warm?  Hope it’s not connected to the telephone kit I had installed recently (it’s behind the a/c switch I think)?
 
I have noticed that the fans do not come on from a cold start, or whenever I press the a/c button for that matter (car has manual a/c only)?

So, I compared the Octy fans my mates Golf (same year and BKD engine etc.), his engine was warm at the time, pressed his a/c button and the fans started spinning straight away, also they went off immediately the a/c was switched off, em... sommerts wrong ere...?    His fans ran slow too, mine only run fast, and only once the engine is warm, they don't seem to come on in relation to the a/c button, but merely with increased engine temps, and never slowly? 

Upto this point my reading on here indicates that it’s the high pressure sensor, the fans, or the compressor itself?

The local Skoda dealer “serviced” the a/c a fortnight ago and initially found nothing wrong.  I explained (again) that it was taking 10 mins to go cold from a morning start, but it seemed fine during the day?  So, I left it with them overnight and they tried it from cold for themselves the following day.  Their diagnosis then went from “nothing wrong” to “you need a new compressor”, which at £800 is why I am looking elsewhere…
 
Just bought a VCDS today and managed to retrieve the following…  Obviously I’m no expert, but I can see the compressor is functioning, of a fashion anyway.  It seems to me as though the fans are not operating properly, either because the switch is faulty, the wiring is bad or the controller is bad?  I have checked all the fuses, they seem fine.
 
I was wondering if anybody in the Lancashire/Manchester area knows a good Skoda man, a/c or auto-electrical specialist they could recommend, or can throw any light on my findings with the VCDS lead, please keep in mind I’m not that mechanically minded myself?

From a log I saved during a test drive it seems that it is only when the "Radiator Fan - Activation (actual)" goes over 25% that the "Radiator Fan - Activation (spec.)"
registers anything above 0%?  This seems to hold with the fact that the a/c does not blow cold until the main engine fan kicks-in, once the engine is warm? I have noticed
that the in the log that the evaporator temp seems to stay cold as long as the car is moving, hence you don't really notice the a/c going hot and then cold when driving normally.
However, if you stop for a while it does go a bit warmer unless the engine fan is running, which it will be if the engine is demanding it.  But, my fans don't seem to run in a slower mode (like my mates golf) as I said earlier, or when the a/c button is first pressed?

Is it the control panel on the dash, the wiring, the fans or the compressor (N280 valve or whatever it's called) at fault?  Any ideas anyone?

Any helpful tips would be much appreciated by this newbie.
