2003 1.9TDi starting problems

Hi I have just purchased an octavia 1.9TDi a month back the car ran very well with no problems, the other day while out shopping the car decided not to start when I returned to it i finally got it going then filled it up at the petrol station and drove it home I turned it off and now it will not start and has had me baffled since friday. I have had a multi meter on the two wires that are located on the fuel pickup valve and it is only showing 0.25 volts in idle mode and with the crank turning over. I have checked the fuses on the drivers side and all seem to be ok the fuel filter is also bone dry due to no pickup of fuel. I have had a diagnostic machine on it tonight and it shown some faults which were cleared and did not return the codes were:

 

valve for intake manifold flap open or short.

charge pressure control positive deviation

collant temperature sensor g62 open circuit/short with power

charge pressure control positive deviation = sticky turbo vanes (probably), won't affect starting

 

valve for intake manifold flap open or short = guess this is the anti-shudder butterfly valve on the EGR assembly.  If stuck shut then the car won't start (no air)

 

coolant temperature sensor g62 open circuit/short with power = if the old black sensor these are known to cause problems, replace with a proper green one (don't go with a cheap ebay option).

 

However, not so sure on the lack of fuel.  If the filter is bone dry, then pout some diesel into it, these cars don't self prime, and you can kill a battery/starter motor getting diesel to flow again.
