A few questions from a new owner

Hello all,

I've been learning in my skoda fabia 1 classic for 2 months and it's a really easy car to learn in but, the engine seems to whine and I was wondering if that is normal or is there a fault on a belt driven component. It's not the belt slipping as this is constant from start to stop and it's got a brand new belt (2 months old). Higher up the rev range the engine sound starts to shine through but general traffic speeds the whine gets annoying.

Is there any cheap way of putting a few more horses under the bonnet as it tends to struggle up hills.
