Strange issues with TBA on Felicia Simos 1.3

I was asked to help someone who has one of these cars

They have odd idling speed some of the time and revs staying high when coming of the throttle

 

The throttle body was changed and I was asked to do the TBA with my vcds

 

I cleared the faults in the engine after warming the coolant, checked the voltage

 

Went into channel 001 changed to basic settings, doesn't give me the ADP option

 

Even though the engine is switched off, it shows the engine speed around 200rpm

 

I think this is stopping me do the TBA, but how do I get it so it is reset to 0 rpm and why does it show the engine is running when switched off
