Skoda Felicia LX 1.3 not getting enough fuel on uphill road

we had a full part replacement of the car, and after that when driving on an uphill, the car just turns off when trying to pump more fuel, the fuel type is gasoline, we use super euro 95 octanes.

The car is from 1995, it's Felicia LX 1.3, an European model.

 

Earlier we had troubles with the carburetor's membrane, it was leaking air, because it was cut somewhere, causing in lower speed or speeding down to turn off the engine.

 

We changed the membrane, now it goes smoothly on lower speeds, however when we push more speed on uphill, it doesn't get more fuel, and the car is making lots of popping sounds, eventually it turns off when all the fuel is used in the system, but the tank is full, my question here is which part could cause fuel deficiency ?

1)usually that is a sign the fuel pump is almost dead.

sometimes even new fuel pumps are no good, the valves don't seal.

2)fuel filter - dirty or mounted reversed

3)float needle valve - dirty

4)second stage throttle valve not opening

5)carburettor inner channels - dirty
