rear wiper problems 2007 VRS

hello folks,

as per the title, I have problems with the rear wiper...as its not working properly! its developed an intermittent problem where it starts to wipe then stops then starts etc etc...

I also think the water hose to the wiper has come loose as there seems to be a fair amount of water coming out of the tail gate after I've used the rear washer..

So, I guess my question is --- how do you get the tail gate liner off? I know there's a screw at the pull handle but I don't know where to go from there, any help would be a appreciated....
