This time you have Police officers (with a speed gun) impersonating the public.... :D

At least they're not like the germans. Lasering cars out of the back of a fully loaded civilian motor home. It even had three bikes strapped to the back of it. Just like your average german family on vacation.

The Scottish one in the Daily Record is just there as a Joke, with 2 muppets messing about, the Unmarked Police cars are totally OK in Scotland,

it is not a Speed Safety Partnership Vehicle.

Just waiting to see if i was caught by the Camera Van on the Bridge Coming down towards Stirling on the M8 yesterday early afternoon,

i was just in the well flowing line  of traffic as we all came down the road and know the Camera Van is often there, but i know we are all at the risk of tickets.

I hate speed cameras of all types, but guys!! These non-Police haven't actually done anything wrong.

I've no issue with speed cameras at all.

I've got big issues with where they put them. And the speed traps / scamera vans.

This is the Flyover after Stirling going North and when i see a Hi Viz or a van on it, i assume it is a ANRP,  because if you miss seeing one there and get caught speeding you deserve a ticket and an appointment at Specsavers.

Rubbish IMO.

Where it is a Police Issued Speeding Ticket, or a Speed Camera Safety partnership Picture used as evidence it is a 'Penalty',  a 'Fine', for being caught breaking the NSL,

if you want to question it being issued, then have your day in Court,

that is the Court your 'Taxes' pay for.

IF indeed you have broken the NSL.

If a trained police operator has used a calibrated piece of equipment to measure your speed accurately, it's a fair cop.

Where an untrained civilian has operated a device, there is a big questionmark over the validity of the claimed speed as has been proven time after time - the classic example being the stationery garage door rippling in the wind which the camera zapped at 102 mph!

If the police and so-called "Safety" Camera Partnerships have been using civilians, then that is in itself illegal and grounds for every single penalty ever issued to be withdrawn and the fines refunded.

The police in this country have proved, time after time, that as keepers of law and order, they can no longer be trusted.

?

Who or which Police Force or local Authorities in the UK uses 'Untrained Civilians' to operate the Equipment ?

When you say 'in this Country', is that England, or including the 3 other Countries in the UK?

Thankfully in swindon there are no speed cameras, and in Wiltshire there is no speed camera partnership.

Accidents have actually dropped.

Probably because motorists are now able to concentrate more on their actual driving, rather than playing hide and seek looking for a tax machine.

I don't think locking the thread is necessary?

That would only come as a last resort but certain people have been intimating certain actions that are generally frowned upon in the civilised world. This has also led to other unwanted/unwarranted actions.

All that is asked is for things to get back on an even keel in a way that all Briskoda users appreciate.

"This country" refers to Great Britain and Northern Ireland.

There is nothing in our British Constitution which allows civilians to enforce the law, therefore it is illegal, unconstitutional and undemocratic to use civilians to operate police speed entrapment devices until such time as this is properly debated and agreed by parliament.   Until that time, a civilian dressing in a white, long-sleeved police regulation issue shirt with epaulettes and entering a marked police vehicle is deliberately "impersonating a police officer with intent to deceive!"

The fact that the "police speed entrapment" vehicle was parked in a dangerous position indicates quite clearly that the civilian operator was untrained - then again, given the high incidents of police vehicle accidents and fatalities involving police cars, perhaps the whole training issue needs reassessing, but that's a whole new debate.

In the meantime, getting "nicked" for speeding by police officers is always a"Fair Cop",    A human being will listen to any mitigating circumstances and consider whether or not to report the offence or issue a stern warning.   Getting done by camera is always going to be unfair because the click of the shutter decides your fate, regardless of time of day, personal circumstances etc.   I know many will say "the law is the law", but equally many will say "the law is an ass".   The human face of the police, thankfully, seem to do very well at differentiating between a lapse of memory and deliberate tearing along the highway!

Certainly, this whole issue of civilians operating any device which may be used to prosecute a person needs urgent debate.

You said 'untrained civilians'.   & the Camera Operators are not enforcing the law, they are gathering Evidence.

Lots of Local Authority Employees, Civil Servants etc gather Evidence of Wrong Doing, Frauds and Law Breaking.

Borders Agency, Benefits Office Staff, Job Centre Plus, Trading Standards, Health & Environmental Officers, HMRS, Public Library Staff etc etc etc etc.

For this thread and the subject of the Camera Van in the Video, i am not sure that you or anyone knows who drove and parked the van.

& as for Entrapment, and full Stickered up Hi Viz Vehicle at the Road Side can surely only be clearly seen by one and all.

So even if their is a Single Operator in the vehicle but not using the Speed Gathering Equipment it can be a safety measure and have drivers

that normally exceed the NSL consider what they are doing.

I look forward to seeing you stand up in Court and using that in your defence!

I suggest that before you make an even bigger idiot of your self you actually study the British legal system.

Sorry but he needs to study the English and Welsh Legal System, then the Scottish Legal System which is rather different in so many ways.

Road Traffic acts are actually different, due to Scottish Law being Different.

Then Northern Ireland has different Constitutional Law again on so many matters including Policing.

Wikipedia is not perfect, but good enough to give an idea of things currently for those that have no understanding between differences of the 4 Countries making up the United Kingdom of Great Britain & Northern Ireland.

'Other Civilians'.

Scotland 'Mr Loophole' never managed to save the Scottish Lingerie Tycoon from a 6 month ban this week,

Caught Speeding on the A77 in her Range Rover and the points put her over & meant a Ban.

Previous Points were for being on a phone it was said. Needs to run a World Wide business,

so clearly top of the range Range Rovers have rubbish Hands Free Systems.

It used to be the case that British Law was decent, honest and truthful but widespread corruption within different police forces which have come to light since the 1960's have shattered that illusion.   Similarly, any pretence that speed cameras are used for "safety reasons" has also been dropped long ago.    The name for "magistrates courts" changed from "police courts" after several proven cases of corruption made the public mistrust the police, yet magistrates still do exactly what the police tell them to!

Whilst I do not condone deliberate and wanton speeding, there are sometimes occasions when it is prudent to exceed the legal limit (eg when overtaking a vehicle on the motorway travelling at 65 mph - if you attempt to overtake, say a car and caravan, at 70 mph it is positively dangerous.)   A police officer or two would see that and understand, but not some mechanical device or a camera in the hands of an untrained civilian.

The corruption continues.   The Speed Awareness courses are put in the hands of "AA Drivetech," a privately run business for profit.   It is part of the governments contract with the AA that a healthy number of "customers" are given into their hands each week - if everybody is a goody-tw-shoes, the margins for tolerance will be reduced.

.....Oh, and there is another report of speed "entrapment", this time in Scotland:

http://www.dailymail.co.uk/news/article-2730983/Caught-camera-Police-officers-filmed-trying-catch-speeders-unmarked-car-despite-rules-saying-cameras-clearly-visible.html

Looks like the French are no better - they don't even pay the electricity bills for their cameras:

Via Bruno "a few days ago is passed, on France 2, a little info that makes you think.

In a humorous tone, the report showed an automatic radar, somewhere on the side of Clermont-Ferrand, who had been out of service for three weeks.

Why?

Because EDF had cut the power for unpaid invoice!

Funny, no?

But that is not all, the really interesting is elsewhere.

Indeed, the journalist explained to us that the company that manages this radar had not paid in time its electricity bill.

The company that manages the radar?

What?

A private company manage the radar?

I thought that the radar depended on the State.

But then, if one reflects, this means that the passage there is people that sugar on offences of motorists and that money from fines, far from going fully into the coffers of the State (which would be a lesser evil), goes partly in private pockets!

And it can be assumed (because no private company is a philanthropic work) that these businesses are interested proportionally to the profitability of the radar.

Speculation on road safety, this is the last find...

Had not told us it when the Government launched its campaign.

It is not only road safety in history, but also (and especially?)... a case of profit!

And, of course, to top it all, the CEO of this company is none other than the brother of Minister Gilles de Robien!

It does not tell us everything!

If this little info. "shock you as much as me, let it circulate: it deserves to be known!"

UTTER RUBBISH AND AGAIN YOU PROVE HOW LITTLE YOU KNOW OF THE BRITISH LEGAL SYSTEM.

DO PLEASE TELL ME WHEN THE COURT NAME CHANGED FROM "POLICE COURT"?

WHAT CASES OF CORRUPTION WERE THESE?

HAVE YOU EVER BEEN AND SAT IN A MAGISTRATES COURT?

MORE RUBBISH!

THERE ARE NEVER ANY TIMES WHERE IT IS PRUDENT TO EXCEED THE SPEED LIMIT.

REALLY?

HOW IS THAT CORRUPTION?

DO YOU HAVE EVIDENCE OF YOUR ACCUSATION?

AND WHAT HAS FRANCE GOT TO DO WITH THE UK?

ADMIT IT, YOU DON'T LIKE SPEED LIMITS AND DON'T LIKE TO BE TOLD WHAT TO DO?

YOU ALSO THINK YOU ARE AN EXCELLENT DRIVER BUT HAVE NEVER TAKEN AN ADVANCED DRIVING COURSE BECAUSE YOU THINK IT WOULD BE A WASTE OF TIME.
