That's unfortunate, have you got any appeal rights or can you peruse it through complaints.

There is noting to appeal against or complain about the car has been in the OP's "keepership" on two separate occasions therefore TWO KEEPERS.

 

Lesson to be learned in never believe a car dealer get such answers from the officials who know.

 

Just because you did not get the result you wanted doesn't mean it was the wrong one.

As much as it's desirable to appear to have owned the car the whole time, you did technically hand over possession and then re-take possession, so I cannot see why the final DVLA outcome is anything other than correct?
