2001 skoda Octavia 1.9 tdi TURBO

Hi everyone I've just bought a. 2001 Octavia diesel I think my turbo has either gone or severely on the way it's whistling quite badly and when not under load rattles abit a friend suggested it could be the shaft come loose and hitting the housing???

What I need to know is would I be able to change the turbo myself on the drive or is it a garage job as funds aren't brilliant atm
