AS NM says - you could tweak the order a little on decon stage; otherwise fine.

It's only an opinion

If there is a definitive answer its to expose the paintwork better before you de ironise

Of course, no problem. tar can hide over iron, but not the other way around. So by removing the tar you are guaranteed to expose all iron contamination.
