Is it normal to have rusty brake discs on my barely used scout?

Yep.

I have rust on my discs if I leave it undriven for a few days. It is normal as they are just steel (the Octavia don't have the carbon/ceramic option yet :D) and thus surface rust will always appear when exposed to moisture.

Yes quite normal. Leave your car for a while after driving in the wet & when you start to move off you can often feel the fine surface rust being rubbed off by the discs. All cars I've owned with disc brakes have been the same. Steel rusts even after short periods.

Try washing the car then putting it in the garage and not using it for a week.  Then as you start its... Have I left the hand brake on?... G-RWANCH! ...Ah no, just rusty discs.  Then drive off as normal.

It does no damage.

You'll could probably find as well (if alloy wheels) sticking themselves to their central hubs because of lack of some sort of lubricant grease to stop it happening.

The old Fabia MK 1 had quite a tyre beating with a lump of wood to break the bond between the alloy wheel & hub, and wasn't helped with the non-removal of wheels during it's first 3 years of Skoda servicing..

This is my 2nd new car and I do not think I noticed them on my Giulietta although it may be a case of its just far more noticeable with the Scour?

yOu beat me to it, also as they are soft cast iron,they will rust quicker due to their composition,the amount of carbon in the iron, if the discs rusts, its normal, if the disc shield rusts, you could have a comeback warrantywise

Yup. And the thin silver paint on the bell of the disc will show the tell tail brown breaking through after a short while too. Lots of people paint these but the discs see some pretty mean temperatures

The parts of the discs not in contact with the brake pads is protected with a zinc based anti corrosion coating called Geomet-D. Better than many other which have none - purely cosmetic.
