Missing CEL light, help!

Hello guys,

I'm writing from Malaysia and i just picked up a used 2006 octavia 2 estate. Been very happy with the car overall, have had most of the wear and tear bits replaced.

However, over the course of the past few days i've noticed a few oddities. 

I had the car put through vcds diagnostics and it came up saying that 1, P0441 the n80 valve was not working problem. Secondly, it reported that the IAT was not working. 

The latter turned out to be a wire that'd be chewed through by a rat. The former however had me puzzled as there was no CEL on the dash to report the problem (i also have an mk5 gti and it always triggers the CEL with a P0441).

My questions are:

1) is it even possible for someone to deactivate the CEL? Any ways how i can get it back, opening up the cluster and all?

2) I'm guessing the bulb blown light is just a VCDS code away?
