Do Skoda do pcp's for used Skoda's up to 4 year old, if so what are the terms etc?

I don't know what the age limit is, but they certainly do PCP on used cars. Terms seem to vary tremendously but I got about 7% finance last year which is pretty good for used car finance. If you have a look on the official Skoda site, some of the used cars have a finance calculator available. They usually quote a very high APR but think of it as a starting point rather than a final quote.
