Failing that you need VCDS etc to turn it off

I'm curious as to why anyone would want to switch it off??  Of course there may a reason for wanting it off but under normal driving conditions it is an important safety feature.  I know of somebody who will ignore the bong and keep driving because they don't think they need it as they are not going fast enough

On Estonian ice roads over the sea to islands (longest one over 20 kilometers long), fastened sealtbelt is strictly forbidden.

U could use an old sealtbelt and click in when need

I have seen Chelsea tractor drivers , plug the belt in and just sit on it 

Just tell the dealer to untick the box at neaxt service
