Fan coming on in cold weather?!

I have noticed a couple of times this week after I have driven home from work that the fan is on when I stop.The temperature has been @-2 and it's a 6 mile journey home in stop start traffic and low speeds.Is this normal!

Very likely. Slow moving traffic has no airflow cooling properties so that why fans were created.

If i'm back and forward to the office all week mine does it a lot

6 mile journey in stop start, isnt great for a diesel long term, DPF will be regen a lot.
