interesting dilemma, I've just read this post all the way through and I conclude you should either get a pre dpf Octavia, there were 1.9 tdi up to 2010 so obviously well under budget might be a bit thin on the ground though, they'll take 200k easily enough regular oil changes with history are a must though, or a 1.2 tsi should suit your needs 

( not quite held in such esteem as the Octavia would a Rapid or even a Fabia estate meet you personal requirements ? all are available in 1.2 or 1.4 tsi )

Don't anyone would be doing much overtaking on Jersey, I was under the impression the speed limit is what the car at the front is doing !!
