Being new to the octavia, are these black foam blocks in the bonnet scuttle/shut area normal or have they not been removed as part of the PDI? 

They seem to be stuck down with small 3M pads.

Normal, mine has them.

Normal. In an earlier thread someone wanted to buy them.

They help seal the engine bay, noise suppression I guess.

I would suspect they have the important job of preventing engine smells and gases entering the ventilation intake. A leak from the engine exhaust manifold would result in CO2 in the cabin without.
