Look near the end of page 2 of this thread, there's a video of how to install rivnuts without spending lots on a tool: 

 

Breezy Pete, Rivnuts seem like a good solution and I've considered it, but is there a danger of the flanges on the rivnuts holding the panel away from the door and allowing water leaks?

Fit it correctly, then it won't get stuck!

Yes, the Rivnut flanges will hold the panel very slightly away from the door and may require sealant. But sealant should be used even with pop rivtes as the panels usually leak.
