1.9TDI Brakes Hard and no power

Hi, 
The brakes on my car are useless, had a look and the usual vacuum line was split so I replaced that however this hasn't changed much. 

The brake pedal is solid and the abs does seem to work. When I popped off the vacuum line there is suction so the pump should be working fine. 

Any ideas where I should look next as all the threads I could find when searching were all resolved by the replacement of the usual pipe.

have you tried the standard MOT test engine off pump out vac (if any) then foot on brake and start up to check for assistance ---if any  ---could be the servo's shot 

@RichB86 @cheshire_cat - To confirm, when you follow the procedure in #2, keep your foot on the pedal and it should sink when the engine starts.
